Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of October 21,2024 at 6:00 p.m.
Councilmembers TJ Fantini,Anthony Young,and Bruce McDougall were present. Councilmember Ryan
Walters participated in the meeting remotely via Zoom. Councilmembers Carolyn Moulton, Christine Cleland-
McGrath, and Amanda Hubik were absent.
Mr. Young moved, seconded by Mr. McDougall,to excuse the absence of Ms. Cleland-McGrath,Ms. Moulton
and Ms. Hubik. The motion carried unanimously by voice vote.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller acknowledged the tragic loss of Lieutenant Serena Wileman and Lieutenant Commander Lyndsay
Evans,both Anacortes community members and naval aviators attached to Electronic Attack Squadron(VAQ)
130,who perished in a training accident on October 15th. He then announced the second Comprehensive Plan
Open House on October 23,2024, at City Hall from 6-8pm,the Cap Saute Rotary View Point groundbreaking
at 3pm also on October 23rd,the Haunted Forest on October 26 from 6-8pm, and the imminent release of the
community survey developed by the Western Washington University Center for Economic and Business
Research and the Economic Development Committee for use in the planning of the 2025 Comprehensive Plan.
Mr. Fantini announced that there is a program through the Anacortes Community Theater for adults with
disabilities giving a performance on Sunday, October 27th at 2pm at Buxton's.
Downtown Anacortes Alliance Washington State Main Street Community Status Award
Jordan Hay Executive Director of the Downtown Anacortes Alliance,thanked the City Council,Mayor and City
Staff for their support that led to the organization being awarded Washington State Main Street Community
Status at the Washington State Main Street Conference held from 16-18 October in Walla Walla.
Public Works Committee
Mayor Miller announced that the Public Works Committee did not meet as scheduled.
Mayor's Budget Message
Mayor Miller delivered the budget message for 2025.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.No one present wished to address
the Council on any topic not already on the agenda.
Consent Agenda
Mr. Young moved, seconded by Mr. McDougall,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.

The following vouchers/checks were approved for payment:

Other Business
Contract Award: 2025 City of Anacortes Prosecutor Services#25-003-LEG-001
City Attorney Darcy Swetnam introduced the proposed contract#25-003-LEG-001 for 2025 City of Anacortes
Prosecutor Services with Julie Walters,detailing the main provisions of the agreement with the total cost of
$119,400 for the 2025 calendar year. She then introduced Ms.Walters who addressed the Council, sharing her
experience and family history in Anacortes, and case statistics for the first half of 2024.
Discussion topics included:
• Efficient functioning of the justice system in Anacortes.
• Collaborative relationship with the Anacortes Police Department.
• Excellent working relationship with the Public Defender and Municipal Court staff.
• Factors that could cause a caseload increase.
• Possible effects on the caseload of collaboration between Anacortes Family Center,the police, and
community court.
Mr.Walters announced that he would abstain from the vote,as Ms. Walters is his cousin.
Anthony Young moved, seconded by TJ Fantini,to authorize the mayor to sign contract#25-003-LEG-001 with
Julie Walters for 2025 City of Anacortes Prosecutor Services.
Vote: Ayes-TJ Fantini,Anthony Young,Bruce McDougall.Nays -None. Abstentions-Ryan Walters. Result:
Passed
Interlocal Agreement#24-264-APD-001 Traffic Safety Grant 2025-HVE-5439-Re2ion 11 Target Zero
Task Force
Police Chief Dave Floyd introduced the proposed interlocal agreement#24-264-APD-001 with the Washington
Traffic Safety Commission under which the City will receive funds from the traffic safety grant 2025-HVE-
5439-Region 11 Target Zero Task Force to reimburse for overtime costs of officers working driving under the
influence, seat belt,distracted driving, and motorcycle emphasis patrols. This grant amounts to $95,000 shared
between Skagit,Island and Whatcom counties and is an agreement that has been in effect for the past 20 years.
Funding under the 2025 agreement will be increased by about$28,000.
Discussion topics included:
• Definition of Region 11.
• Mentoring programs for junior police officers.
TJ Fantini moved, seconded by Anthony Young,to authorize the mayor to execute interlocal agreement#24-
264-APD-001 with Washington Traffic Safety Commission.
Vote: Ayes-TJ Fantini,Anthony Young,Ryan Walters,Bruce McDougall. Nays-None. Result: Passed
