HomeMy WebLinkAbout2024-08-26 City Council Minutes Approved Anacortes City Council Minutes - August 26, 2024 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of August 26,2024 at 6:00 p.m. Councilmembers TJ Fantini, Ryan Walters,Anthony Young,Carolyn Moulton,and Amanda Hubik were present. Councilmembers Christine Cleland-McGrath and Bruce McDougall were absent. Ms. Moulton moved, seconded by Ms. Hubik,to excuse the absence of Ms. Cleland-McGrath and Mr. McDougall. The motion carried unanimously by voice vote. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller thanked the city staff for their efforts during Open Streets and Fidalgo Bay Day over the weekend. He then announced the city being named a Governor's Smart Community because of the Housing Action Plan,the associated public participation process, and new ordinances that accommodate new housing types. He continued by announcing that Burrows Island Light Station has been listed on the national register of historic places,and that public comment is open through September 15,2024,on the Americans with Disabilities Act transition plan for the public right-of-way to guide the city in removing accessibility barriers at curb ramps and pedestrian crossings. Fiber Committee Mayor Miller announced that the Fiber Committee did not meet as scheduled. Housing Affordability and Community Services Committee Ms. Moulton reported from the Housing Affordability and Community Services Committee meeting held August 22nd. The topics discussed included a guest presentation from Adair Brown,Associate Director of Skagit Outreach Services,of Northwest Youth Services(360-336-1988),on youth housing initiatives and associated challenges. Planning Committee Mr. Walters reported from the Planning Committee meeting held earlier in the evening. The topics discussed included a proposed interim ordinance establishing review time periods for permit applications. Ms. Moulton mentioned that Planning Manager Libby Grage was at Open Streets and Fidalgo Bay Day with a booth engaging the public on the 2025 Comprehensive Plan update,and that there would be future engagement opportunities at the Farmers Market and other events throughout the fall. Museum Committee Ms. Hubik reported from the Museum Committee meeting held the previous week via email. The topics discussed included the development of a self-guided online music tour,the interpretive planning process for Q'elech'ilhch Park, and the plaza expansion around the Maritime Heritage Center and WT Preston in cooperation with the Parks and Recreation department. She then mentioned the development of a sporting'Wall of Fame'display in cooperation with the Anacortes High School Athletic department,and ongoing work with the Historic Preservation Board on planning for preservation of the Marine Supply building. Lodging Tax Advisory Committee Mr. Walters reported from the Lodging Tax Advisory Committee meeting held August 21 st. The topics discussed included an emergency request for funding from the Tulip Festival, for which the committee recommended funding at 75%of the requested amount. Mr. Walters announced that he would be teaching a class on the Growth Management Act and Comprehensive Anacortes City Council Minutes-August 26, 2024 1 Plan process through the Anacortes Senior College on November 5th, 12th and 19th. Public Comment Mayor Miller summarized the staff response to Mr. Brown's written public comment regarding the Clearidge Park pickleball courts, asking that individuals using the facility be courteous to the surrounding neighbors, and mentioning that staff are looking into sound muffling barriers,that neighbors should not confront users who are there after hours or being discourteous and should contact Parks and Recreation(360-293-1918) during regular business hours(weekdays 8am-5pm) or via the non-emergency number(360-428-3211)after hours for Parks staff to address these issues. Mayor Miller invited the public to comment on any item not on the agenda.No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Ms. Moulton moved, seconded by Ms. Hubik,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of August 19,2024 b.Approval of claims in the amount of$901,422.90 The following vouchers/checks were approved for payment: EFT numbers: 110257 through 110292 total $819,740.70 Check numbers: 110293 through 110318,total $42,731.80 Wire transfer numbers: 353026 through 353462,total $38,950.40 c. Special Event Application: Anacortes Veterans Parade d. Contract Award: Senior Activity Center Needs Assessment#24-230-ASC-001 Public Hearings Public Hearing on Resolution 3163 Increasing Solid Waste Rates Mayor Miller announced the continued public hearing from August 19th on the proposed Resolution 3163 that would increase solid waste rates in response to Skagit County increasing solid waste tipping fees at all county facilities.Finance Director Steve Hoglund asked that the public hearing be extended another week to allow staff to conduct additional analysis. Mr. Young moved, seconded by Ms. Moulton to extend the public hearing to the September 9th City Council meeting. The motion carried unanimously by voice vote.
