HomeMy WebLinkAbout2024-07-08 City Council Minutes Approved Anacortes City Council Minutes - July 8, 2024 Call to Order Mayor Matt Miller called to order the Anacortes City Council meeting of July 8,2024 at 6:00 p.m. Councilmembers TJ Fantini, Ryan Walters,Anthony Young,Christine Cleland-McGrath, Carolyn Moulton, and Bruce McDougall were present. Councilmember Amanda Hubik participated in the meeting remotely via Zoom. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller thanked staff, in particular Sylvia Cooper,the Vikings of VAQ-129,the Anacortes Fire Department,the Port of Anacortes, and the Parks Foundation for their support of Independence Day festivities. He announced the winners of the best float and best marching group for the July 4th parade. He then announced that Kids Are Best Fest on Saturday July 15th at Storvik Park from 10am-2pm,that the Tommy Thompson Trestle is closed for geotechnical work this week, and that the July 15th City Council meeting will be a work session starting at 5pm with a consent agenda with no further action being taken by the Council. Port/City Liaison Committee Mr. Fantini reported from the Port/City Liaison Committee meeting held July 2nd. The topics discussed included the safety report on the Marine Supply Hardware building and a plan for memorialization of the building, an industrial demand study of port-owned land near the airport conducted by the Economic Development Alliance of Skagit County, Comprehensive Plan docketing,additional dredging that will occur concurrently with the wastewater treatment plant outfall relocation funded by the Department of Ecology and Port,and current population numbers for the city. Mr.Walters clarified that the Port owns the Marine Supply and Hardware and Bike Spot building and is not planned to be utilized for workforce housing,whereas the Olson Building is owned by the Anacortes Housing Authority and will be developed into workforce housing. Planning Committee Ms. Moulton reported from the Planning Committee meeting held earlier in the evening. The topics discussed included the upcoming July 15th City Council work session and July 22nd public hearing on the 2025 Comprehensive Plan update, and 2023 legislation on permit review time period requirements. Public Safety Committee Ms. Cleland-McGrath reported from the Public Safety Committee meeting held July 2nd. The fire topics discussed included an increase in call volume over 2023,the deployment of a second full unit at Fire Station 1, the recent arrival of the new ladder truck, and submission of a port security grant for a fire department boat. Police topics included a hiring and training update,the Criminal Justice Training Commission Basic Law Enforcement Academy in Arlington,approaches to dealing with homelessness in light of a recent Supreme Court decision,presence in the Anacortes Community Forest Lands,and a presentation on a dual-purpose canine team. Certificate of Municipal Leadership: Councilmember Carolyn Moulton Mayor Miller recognized Councilmember Moulton for earning a Certificate of Municipal Leadership from the Association of Washington Cities. Public Comment Mayor Miller invited the public to comment on any item not on the agenda.No one present wished to address the Council on any topic not already on the agenda. Special Event Application: Rosewind Neighborhood Block Party d. Special Event Application: Anacortes Arts Festival Other Business Resolution 3160: Authorizing Resolution Heart Lake Restoration Grant Parks and Recreation Director Jonn Lunsford introduced Resolution 3160 authorizing an application for a grant for the restoration of Heart Lake,referring to a slide presentation that was added to the packet materials for the meeting. Mayor Miller invited members of the audience to comment on this agenda item.No one present wished to address the Council. Discussion topics included: • Community donations to support the project. • Describing the project in future resolutions. • Appreciation for the comprehensive and thoughtful approach to the project. • ADA access and restroom upgrades. • Public participation process. • The use of conservation easement interest as a potential funding source. AMANDA HUBIK moved, seconded by ANTHONY YOUNG,to approve Resolution 3160. Vote: Ayes- ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON, BRUCE MCDOUGALL,AMANDA HUBIK, TJ FANTINI.Nays -None. Result: Passed Amendment to Access Agreement between the City of Anacortes and Port of Anacortes Public Works Director Andrew Rheaume introduced the proposed amendment to the access agreement between the City and Port for the Wastewater Treatment Plant Outfall replacement project, changes the term of the agreement to December 31,2026,changes the effective date to the City Council passing the amendment,and the point of contact for the city to the current public works director. Discussion topics included: • Updating other points of contact. RYAN WALTERS moved, seconded by TJ FANTINI,to authorize the mayor to sign the amendment to the access agreement between the City and Port. Vote: Ayes -ANTHONY YOUNG,RYAN WALTERS, CHRISTINE CLELAND-MCGRATH, CAROLYN MOULTON,BRUCE MCDOUGALL,AMANDA HUBIK, TJ FANTINI.Nays-None. Result: Passed Anacortes City Council Minutes-July 8,2024 2 Ordinance 4083: Amending Anacortes Municipal Code Chapter 10.12-Parking Public Works Director Andrew Rheaume and Police Chief Dave Floyd introduced Ordinance 4083 Amending Anacortes Municipal Code Chapter 10.12 Parking,referring to a presentation that was included in the packet materials for the meeting. Mayor Miller invited members of the audience to comment on this agenda item.No one present wished to address the Council. Discussion topics included: • Code chapter on one-way streets. • The impact on 30th Street of R Avenue roundabout and the complete streets initiative to have sidewalks and safe parking. • The choice of the south side versus the north side for parking restrictions on 30th Street. • Inclusion of the 30th Street project in the Capital Facilities Plan. • Need for a second read. • Future code changes to other areas of town. • Successful use of the committee to bring legislation to the full Council.
