Call to Order
Mayor Matt Miller called to order the Anacortes City Council meeting of June 24,2024 at 6:00 p.m.
Councilmembers TJ Fantini, Ryan Walters,Anthony Young,Christine Cleland-McGrath, Carolyn Moulton,
Bruce McDougall and Amanda Hubik were present.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller thanked Mayor Pro Tempore Moulton and Councilmember Fantini for attending the Association
of Washington Cities annual conference with him the past week and city staff for facilitating a safe Pride Parade
last Saturday. He reminded the public to participate in the online 2025 budget priori , survey. He then
announced the water line replacement project between E Avenue to H Avenue and 22nd Street and 24th Street
starting today. He then reminded the public that Race Week is occurring this week,that the Downtown
Anacortes Alliance is sponsoring the Whale of a Sale on June 29th from loam to 5pm, and the Anacortes
Foundation is accepting donations for the 4th of July fireworks display. He then announced the 4th of July
schedule of events,including the town picture at loam at 5th Street and Commercial Avenue,parade at l lam
and Rock the Dock concert at 5pm at Seafarers Memorial, and fireworks occurring at dusk(approximately
10:15pm).
Planning Committee
Mr. Walters reported from the Planning Committee meeting held earlier in the evening. The topics discussed
included a discussion of accepting proposed amendments to the Comprehensive Plan update. The committee
proposed that there would be a single subject work session at 5pm on July 15th with the Planning Commission
and Comprehensive Plan consultant invited to attend. The Council would hear presentations from applicants for
the more complicated proposals and then there would be a Council discussion of the scope and vision of the
Comprehensive Plan update. The committee then proposed that City Council would hold a public hearing on
July 22nd to consider docketing of items with the option to vote on items at that public hearing or a later date.
Mr. Young asked if there would be an advance copy of the proposals provided to the Council prior to the work
session.Mr. Walters responded that the proposals would be provided to the Council in advance. Ms. Moulton
added that the staff recommended that the work session commence at 5pm.
Mr. Fantini mentioned that Councilmember Moulton did a great job carrying the Anacortes flag during the
parade of flags and that he enjoyed attending a"Finding Common Ground" general session on civil public
discourse at the Association of Washington Cities annual conference. He added that he will be hosting a town
hall meeting with constituents Tuesday, June 25,2024 from 6-8pm at the library.
Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.No one present wished to address
the Council on any topic not already on the agenda.
Consent Agenda
Ms. Hubik moved, seconded by Mr.Young,to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
