The proposed antennae on the <br /> Project Description monopole will be concealed within canisters and ground level equipment <br /> will be concealed within cabinets. The entire facility will be contained <br /> within a slatted chain link fenced 25' by 25' area. <br /> Pursuant to WAC 197-11-800(25)(a)(ii),the project is not exempt from <br /> SEPA Review SEPA review. Type of Review. According to AMC 19.68.110(1) and 19.20.030-1, the review process for wireless <br /> service facility(WSF) permit applications is that for a Type 1 (Administrative Ministerial Action) and a <br /> SEPA threshold determination is a Type 2 review. Because the proposed action requires a SEPA <br /> threshold determination, the Type 2 review process was followed. For Type 2 reviews, the Director <br /> renders the final decision regarding the proposed WSF permit. <br /> 2. Project History.A preapplication meeting was held on October 20, 2021. <br /> 3. Environmental Review. The City of Anacortes, as lead agency, determined the scope of the new <br /> wireless service facility project would not have a probable significant adverse impact on the <br /> environment and issued a Determination of Non-Significance on March 22, 2022. An environmental <br /> impact statement (EIS) is not required under RCW § 43.21C.030(2)(c). This decision was made after <br /> review of a completed SEPA environmental checklist and other information on file with the lead <br /> agency. <br /> Page 1 of 4 <br />
