Below are the following comments and or recommendations. Previous DRG Meeting: • PRE-2016-0026 (August 16, 2016) Zoning: • This property is located within the R1 Zone. Subdivision Type: • Proposed 4-lot Short Plat Critical Areas: • Contact the Planning Department regarding Critical Areas requirements. • The wetland on the parcel to the east may have a new buffer width that may impact proposed Lot 4. Permits: • Right-of-Way Permit for work being performed Inside and Outside the Traveled Way. This CD will be mailed to a provided address. • Please see the attached Required Submittal Checklist. This Checklist can be revised to fit the scope of the project. It is requested that the applicant meet with the assigned designated City Representative to establish the submittal criteria for the project. Sewer: • For additional Sewer information and design criteria, see the 2011 EDS Standards, Chapter 5 —Sanitary Sewer. • There is sewer available for this project via an 8-inch PVC sanitary sewer conveyance system within the Public Right-of-Way in H Avenue. An 8-inch minimum PVC sewer main will need to be extended easterly in Quail Lane. Each property will need to be provided a 6-inch minimum Private Sanitary Sewer side service. The City will need a 20-foot wide easement in favor of the City for the Public Sewer in the Private Roadway. See attached drawing of record. • Property is subject to three assessments under the H Avenue Special Sewer District, per Ordinance#2934. (Attached) • Septic tanks and field will need to be abandoned per the requirements of the Skagit County Health Department. Storm: • For additional Storm information and design criteria, see the 2018 EDS Standards, Chapter 2 —Storm Drainage. • Public records indicate that there is no direct storm line stubbed to this property. If infiltration is deemed infeasible, the storm will need to discharge to the existing swale along H Avenue. • Project will need to upgrade\enhance the swale along H Avenue. Typical cross- section is a 2-foot bottom with 3:1 side slopes. • Storm Water, including Water Quantity and Quality will need to comply with the City of Anacortes Drainage Code, Section 19.76— Storm Water. - The project is encouraged to utilize Low Impact Development Techniques. - This project is located in Drainage Basin F4. - Downstream of this property is an open stream that the project may discharge to, requiring detention if the site is not feasible for infiltration. - The applicant will need to use the Applicability Flow Chart to determine storm water requirements ar`��O ®1 C K • Water • Wastewater • Streets • Storm Drainage • Engineering • Solid Waste ® • Transportation•Equipment • Capital Projects • Development Services 9•P•yi - In order to declare Flow Control Exemption, the project will be required to do a downstream analysis to determine sufficient capacity of the conveyance system utilizing the 2014 WWHM Model. • Minimum Requirements 1 through 9 are subject to 3rd Party review and is paid for by the applicant. • The Storm Drainage Report format (Dated October 7, 2019) can be found on the City of Anacortes Website. Traffic: • Pedestrian facilities are required. See attached separate document of the proposed 10-foot wide multi-modal trail along the frontage of the properties along H Avenue. Additionally, Quail Lane will require 6-foot sidewalks along one side. • Provide a Traffic Control Plan (Current MUTCD Manual) prior to any construction taking place for approval by the City of Anacortes City Engineer. • Street Lighting — No Street Lighting required under this proposal. • Monumentation — No monumentation is required under this proposal. Street: (AMC 19.50 to AMC 19.54—Community Design) • For additional Street information and design criteria, see the 2018 EDS , Standards, Chapter 3 —Street. • Per AMC 19.24.100 -All improvements required shall be extended as necessary to provide a smooth transition with existing improvements both laterally across the street and longitudinally up and down the street for drainage, vehicular and pedestrian traffic. • AMC 19.53.030 — Driveways and Access Easements, Section B — Driveway Locations, Item 1 —Collector and Arterial Streets. This property has access via easement along Quail Lane, therefore access will be from Quail Lane and not H Avenue. • Quail Lane (Private) will need to be improved to the Lane Design Standard (AMC 19.52.040(E). • The project will need to provide a hammer-head truck turnaround every 150-feet. Water: • For additional Water information and design criteria, see the 2018 EDS Standards, Chapter 6 —Water. • This property is served by an 8-inch D.I water line along H Avenue. • Public Records indicate water services exist to the property. ■ The nearest Fire Hydrant (#659) is located at the North of the property. Fire Hydrant (#879) is located at the SW corner of the property. Fire Coverage: • City records indicate Fire Hydrant#659 has 54 PSI and #879 has 88 PSI. • Contact Jack Kennedy, Assistant Fire Chief, at 360.293.1925 regarding fire coverage requirements for this project. • The City of Anacortes does not have current Fire Flow Reports in this area. A 3' party testing company will need to perform this task and provide reports at the submittal of the construction civil plans for review. THE CITY COUNCIL OF THE CITY OF ANACORTES,WASHINGTON,does hereby ordain as follows: RECITALS AND FINDINGS The City of Anacortes ("City") operates a wastewater (sewer) utility ("Utility"). The Utility is part of the System of City utilities as defined in Ordinance No. 2763 (May 21, 2007). The Utility provides generally for certain systems and improvements for the collection,treatment and discharge/disposal of sewage. The City developed a plan for Utility improvements in the vicinity of"H"Avenue and 41 St Street,shown on Exhibit 1 to this Ordinance. Under Ordinance No. 2920 (March 3, 2014), the capital costs of the Utility system improvements in the H Avenue area are to be spread across the properties in the area through a surcharge on City utility rates and charges applicable to Utility service to the properties. Following completion of the H Avenue Area Utility system,the City is to revise AMC 13.08.027 using the final,total cost of the sanitary sewer installation and associated engineering fees. The H Avenue Utility Project is completed. The originally estimated surcharge was $6,563.67. The final cost of the Project was $339,603.86, with a resulting reduction in the surcharge amount to $5,306.31. This Ordinance accordingly amends AMC 13.08.027 to account for the fmal Project costs and the reduction in surcharge. SECTION 2. SECTION 13.08.027 AMC AMENDED Section 13.08.027 AMC is amended to read in its entirety as follows: 13.08.027 H Avenue Sewer Surcharge A. The following surcharge is established and shall apply to all developed(now or in the future) parcels of real property in the area shown on Exhibit 1 to this Ordinance ("H Avenue Area"). The current parcel numbers of properties within the H Avenue Area,as shown on the records of Skagit County,are listed in Exhibit 2 to this Ordinance. The surcharge shall apply to each and all single family hookups,within the H Avenue Area,that connect to the Utility System at any time in the future to the new sewer line on H Avenue,including(1)Each parcel currently on septic; (2) Each parcel currently undeveloped; and, (3) Each parcel currently connected to the City Sewer System by other means. B. Effective March 3, 2014, the H Avenue Surcharge shall be$5,306.31, not inclusive of applicable utility taxes. The surcharge may be paid either(1) in one payment at the time of issuance of the permit for connection to the Utility system; or,(2)in one hundred twenty(120)monthly installments of$58.91 or more.If paid in monthly installments,the surcharge shall accrue interest at a rate of six percent (6%)per annum on the declining balance. The monthly installment is inclusive of fees, costs and interest, but does not include applicable utility taxes. Following payment of one or more installments,the H Avenue Sewer Surcharge may be paid in full,with credit for prior installments paid,with no pre-payment penalty. C. Within 30 days of the effective date of the ordinance setting the H Avenue Surcharge,the City shall give written notice by first class mail to(1)each address shown on the City's utility billing system, and (2) each address shown on the records of Skagit County for all owners of record, for all parcels within the H Avenue Area. The notice shall include a copy of this section AMC 13.08.027,and li notice of availability to connect to the Utility system. D. The H Avenue Sewer Surcharge is in addition to such other rates, charges and fees that may be generally applicable to Utility customers in the City,including but not limited to Chapter 13.08 AMC "Charges" and Chapter 13.12 AMC "Connection Charges." 1. Consistent with City policy under AMC, 13.12.130, for currently- improved parcels within the H Avenue Area,the H Avenue Sewer Surcharge shall be waived only if a parcel's connection is made to the Utility system within two(2) years of the date of notice under AMC 13.08.027 D. 2. Any parcel within the H Avenue Area currently connected to the Utility system by means other than the H Avenue system, upon proof of payment of all charges and fees that were generally applicable to Utility customers in the City,including but not limited to Chapter 13.08 AMC"Charges"and Chapter 13.12 AMC"Connection Charges"at the time of earlier connection,shall be subject only to the H Avenue Sewer Surcharge and such inspection and other fees applicable to. a replacement connection to the Utility system upon connection. E. Properties within the H Avenue Area are subject to all other laws and regulations,including but not limited to Chapter 13.40 AMC regarding Wastewater Collection and Treatment System. F. Undeveloped parcels in the H Avenue Area shall not be charged until permitted to connect to the Utility system.
