I understand everything that you're stating based on what you said <br /> originally when you visited. I don't disagree that those stated concerns may possibly add to my problem. My <br /> main concern though, is that the drain which was never installed is clearly the root problem based on the <br /> documentation I provided. No one on the street had water issues nearly as bad before the development as they <br /> did after. This seems to be very clear based on the provided documentation.
