Hi Steve,
Appreciate you and Justin taking the time to come out and assess my situation the other day. I've had a little
time to do some research myself and came up with some information that you may or may not already know but
is very surprising (to myself anyway). I've attached some copies of various letters and documents back and
forth between home owners on the north side of my street, members of the city's staff and council, the
Anacortes mayor at the time as well as the contractor who built the development behind my house.
As you can see based on these documents, the issue that I'm having is not due to gutter problems or run off
from Heart Lake or Little Cranberry as you advised. No one on the street had these issues until this development
behind us was put in. It's also stated that the original plans called for an 8" drainage system, the plans were then
changed. Afterwords, city officials recommended the contractor put in at least a 6" drain(which he agreed to
and never did). This is still an on going problem after all these years and my property seems to take the biggest
hit as I am down hill. I feel a solution should still be implemented as was intended and agreed to years ago.
I believe Don Measamer, who was a part of the correspondence in the attached documents is still working for
the city. Maybe he would have some insight as well?

Attached is the As-built(Drawing of Record)for the subdivision to the north of you. I do not see a perimeter drain on
the plans,which means one was not required when it was constructed.
If you go to the City's Website, go to the Public Works Department\GIS\Interactive GIS Mapping,you will find a map
for Structures.You can click on any house and find the information that I will be seeing.

Also, a guy in my office said he was just upon D and 35th Street, where the contractors are extending a waterline to
the new Co-housing project. He said that ground water was entering the trench the entire time they were working.
They were down 6-feet at that location.
Few things you can check on your property.
1. Foot drains—next Friday, we can dig down along your foundation to the footing to verify what type of footing
drains you have and the possible condition of them.
2. Verify that the line between the main in the street and your house is clear of debris and is not collapsed.
3. Locate the perimeter drain along your property and verify the depth of the pipe. I have no record of one being
installed. Maybe it is with your house paperwork.Typical depth of the pipe in a infiltration trench is 18-inch to 24-
inches.
4. Verify the condition of your gutter drains. Most homes of that vintage had the gutters drain right next to the
foundation. This water finds its way to the foundation.
After our site visit,we can put in a work order to Operations to have the catch basins and conveyance line cleaned
out to ensure that the hydraulic capacity is there.
Well,that is all I can up with on a Friday afternoon for you. I will coordinate next Friday with you, early next week.

I failed to mention above but a french drain was also installed in my backyard by the previous owner to try to
help the issue but if it has made any improvement it's not much. I know the previous owner had the crawl
space fill completely with water and flow out the access point on at least one occasion.

neighbors who mentioned the letter more about that the next time that I see them. Yes, anything you can do
to help find a solution to my problem would be greatly appreciated. I'm sure that the subsurface flows from
Little Cranberry don't help the issue at all. Though I am pretty concerned about the drainage system that
was not installed, I have had multiple people express that is where my concern should be, so I'd like to well
investigate that. Especially due to the fact that my property suffers from this issue much worse and on a
more regular basis than any of the homes around me. My most recent experience was Wednesday night.
There was a very concerning amount of water running down my street coming from my sump pump outlet.
When I checked the crawl space the sump pump was running continuously and there was about 6-8" of
standing water. The first time we had this happen, I was almost certain a pipe had burst, but after checking
my water meeter I was able to conclude that was not the issue and it had to be groundwater. Since then I
have had a handful of neighbors tell me about the drainage system that was never put in on 36th street and
encouraged me to contact the city for solutions. After a few more incidents, I am now taking that advice.

That seems out of the ordinary.
Nonetheless,the entire area is built in an area of subsurface flows from Little Cranberry. Both Horizon Heights and
development along H Avenue (Heart Lake) suffer from subsurface flows.

When I have time, I can take a look at the area as a whole and see what is happening. I know that the homes
reaching the 20+year mark are experiencing clogged footing drains, which are different than gutter drains.
Any additional information would be helpful for me to offer you solutions.

Hi Steve,
I'm battling some drainage problems at my property on Down Jones Way. A few times a year, I have
enough groundwater pool up in my crawl space quicker than a sump pump can pump it out. I have some
neighbors who have lived in the neighborhood for many years that have explained to me the cause of this
issue, one of whom is a retired city employee. When the houses on 36th ST between H and F Ave were
built (I believe in the '90s), the plans called for a perf drain system to be installed to ensure that water did
not flow to my street. This drainage system was never installed and some of my neighbors have even said
they received an apology letter from the mayor at the time. The reason for my email is that my house
suffers the consequence of that uninstalled drainage system more than any other, as I am at the bottom of
the hill. I am hoping that the city will be willing to look into this issue with me and come up with a
permanent solution.
