While we are <br /> not expanding the route, and in fact will be decommissioning several social trails <br /> along the way, we will be constructing a couple of switchbacks. Description of <br /> Project Description this specific activity and related native plant mitigation is included in a Critical <br /> Areas Assessment report. All work will be done by hand. COA Parks <br /> Maintenance Staff will manage other Parks staff, as well as Rotary Club <br /> Volunteers. Even where two small switchbacks are being constructed, the areas <br /> are already so disturbed by social use and invasive plants that our trail work will <br /> be an improvement to the overall site. There are no streams or wetlands on the <br /> route. <br /> AMC 19.70.040(A), Recreation Areas Operation, Maintenance, Repair, or <br /> Replacement. Maintenance, operation, repair, modification, or replacement of <br /> Exempt Activity existing trails, and existing facilities within publicly improved recreation areas, <br /> such as the Anacortes Community Forest Lands and public parks. <br /> Project Location 701 Rotary Park Ln Anacortes, WA 98221 <br /> Project Contact Bob Vaux, City of Anacortes Parks & Recreation Department <br /> Owner City of Anacortes <br /> The required components are present and have been determined to address the required standards of <br /> Anacortes Municipal Code Chapter 19.70 regulating Critical Areas, specifically the criteria for exemptions. <br /> The proposed project was reviewed for compliance with the following which may include, but is not limited <br /> to, AMC Title 19.70, Environment; AMC Chapter 18.04, State Environmental Policy Act; Washington <br /> Administrative Code; and the Revised Code of Washington. <br /> CONDITIONS OF APPROVAL <br /> 1. Pursuant to AMC 19.70.040(A), the project shall comply with the following: <br /> 1.1. Disturbance to adjacent areas must be minimized and disturbed areas must be immediately <br /> restored as described within the Critical Areas Assessment Report; <br /> 1.2. This Exemption only applies to the restoration and alignment of the section of trail that is outside <br /> of shoreline jurisdiction, and does not include the creation of new viewpoints or the expansion of <br /> facilities; <br /> 1.3.
