. + ,^ ATSI
A ua Terr.Systems, Inc.
' 12 January 2006
5 Don Measamer, Assistant Director
Planning and Community Development Department
City of Anacortes
904 6th Street
P.O. Box 547
Anacortes, WA 98221-0547
Re: cursory site assessment for Georgia Avenue
Dear Mr..Measamer:
As requested, ATSI has performed a cursory review of the following parcel for the
presence of wetlands. The subject parcel is located in the northeast corner of Oakes
Avenue and Georgia Avenue, Anacortes, Washington (Figure 1).1 We did not observe
!wetlands on this parcel
The topographical profile of the parcel suggests that it is a remnant ravine (Figure 2).
The side slopes of the remnant ravine are dominated by native plant species: red alder
(Alnus rubra), grand fir(Abies grandis), and big leaf maple (Acer macrophyllum) in the
canopy; salmonbeny (Rubus spectabilis) in the shrub layer; and, sword fern
(Polystichum munitum) in the herbaceous layer. The"bottom" of the slope and the area
adjacent to Oakes Avenue is composed of a gravelly cobbley, silt loam soil material that
appears to be historic fill. The vegetation in this area is dominated by non-native plant
species: Himalayan blackberry (Rubus procerus) and unidentified grasses.
We dug two 14-inch deep test pits at the bottom of the sloped area. We did not observe
free water or indicators of soil saturation in the test pits. We observed one small puddle,
about 3 feet in diameter, in this area. The water was sitting on the compacted soil
surface and not within in the soil profile.
Because it has been raining for the past two weeks, i.e., it is the wet season, I would
expect wetland hydrology to be present on this site if wetlands occur here. I also
observed an approximate 12" pipe at the base of the slope extending under Oakes
Avenue. There was not water in this pipe.
Since I did not observe wetland hydrology, and since the site appears to have well
drained gravel soil, and the vegetation is not dominated by hydrophytic wetland plants, I
determined that wetlands do not occur on the subject parcel.
I trust that th ments above are to your satisfaction. Please do not hesitate to
contact me i ou ha further questions.
Sin ely
Wigg ns M:S., P. .S.
Press
ATSI
