Lance Campbell | October 14, 2021 Page 2 <br /> <br />File No. 25575-001-00 <br />DATA REVIEW <br />Environmental maps of the project area were collected and reviewed as part of a paper inventory. <br />The United States Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI) online mapper <br />(USFWS 2021) does not map any wetlands on the project site. However, the City of Anacortes Interactive <br />Map (Anacortes, 2021) depicts one wetland within the northeast corner of the property. The United States <br />Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Web Soil Survey maps <br />show four soil types on the property: Bellingham silt loam; Bow gravelly loam, 3 to 8 percent slopes; <br />Bow-Urban land complex, 0 to 8 percent slopes; and Fidalgo-Lithic Xerochrepts-Rock outcrop complex, 3 to <br />30 percent slopes (USDA-NRCS 2021a). Bellingham silt loam, Bow gravelly loam, and Bow-Urban land <br />complex are all on the National Hydric Soils List (USDA-NRCS 2021b). <br />The Washington State Department of Natural Resources (DNR) Forest Practices Application Mapping Tool <br />(FPAMT) does not depict any water bodies or courses at the project site (DNR, 2021); however, the <br />Anacortes Interactive Map depicts Happy Valley Stream adjacent to the northeast corner of the property. <br />The Washington State Department of Fish and Wildlife (WDFW) Priority Habitat and Species (PHS) <br />Interactive map viewer does not map wetlands, streams or other priority habitats or species at the project <br />site (WDFW 2021). The PHS report (WDFW 2021) maps the following within one mile of the project site: <br />■ Surf smelt (Hypomesus pretiosus) <br />■ Wetlands <br />■ Shorebird concentrations <br />■ Biodiversity area and corridor <br />■ Dungeness Crab (Metacarcinus magister) <br />■ Pinto abalone (Haliotis kamtschatkana) <br />■ Waterfowl concentrations <br />■ Yuma myotis (Myotis yumanensis) <br />■ Pacific Herring (Clupea pallasii) <br />■ Hardshell clam (Mercenaria mercenaria) <br />The NWI map, Anacortes map, soil survey map and report, FPAMT map, and PHS report and map are <br />included in Appendix A, Background Data and Maps. <br />FIELD ASSESSMENT <br />Two GeoEngineers’ biologists conducted a site assessment on September 27, 2021 to review the <br />assessment area (Figure 2) for indicators of wetland conditions. Representative photographs of the project <br />area are included in Appendix B, Site Photographs. <br />The assessment of potential wetlands was conducted in accordance with guidelines presented in Anacortes <br />Municipal Code (AMC) Chapter 19.70 (Wetland Protection Areas).
