Zoning: • CM Subdivision Type: • To be determined. The applicant provided different scenarios from one single family residents to 4 single family residents. Typically would be a Short Plat. Critical Areas: • Contact the Planning Department regarding Critical Areas requirements. If the Engineer of Record needs any COA Standard Details in AutoCAD format, they can email me at stevel(a cityofanacortes.orq and request a CD. This CD will be mailed to a provided address. • See the Required Submittal Checklist, attached. This document can be revised to meet the needs for the size of the project proposed. It is recommended for the owner and Public Works Engineering Representative to determine what documentation will be required for this project. Sewer: • For additional Sewer information and design criteria, see the 2011 EDS Standards, Chapter 5 —Sanitary Sewer. • There is no direct access to sanitary sewer from this site. • Options: Not in any particular order ■ Install a private pump force main along Fidalgo Bay Road to the north, approximately 1,060-feet. Installing a conduit that is sized to allow Lots B and C to use. Because there is a receiving benefit to Lots B and C, the applicant could place a Latecomer Agreement to recover costs. • Install a private pump force main, via an easement across, Lot B, C and D to the Samish Tribe. Meeting discussion was that the applicant would have to work with the condominium association, which is problematic. Applicant will have to obtain an agreement with the Samish Tribe for sewer access since the Tribes sewer is private. City concern regarding the pump station capacity. • Question at the meeting was can the applicant install a sewer main to the tribe within the abandoned railroad corridor, adjacent to the trail. Staff met on Monday, June 3, 2019 to discuss. Discussion items: 1) This is a feasible option; 2) Encroachment Agreement will be required, and; 3) There is a section of trail that has failing asphalt (near this property), which may need to be repaired. Applicant will have to obtain an agreement with the Samish Tribe for sewer access since the Tribes sewer is private. Traffic: • Pedestrian facilities are required. • Current standard is 5-foot wide sidewalks, set 6-feet from the back of sidewalk. • WSDOT Standard Plan F-10.12-03 —Cement Concrete Curbs. See attached. • WSDOT Standard Plan F-10.16-00 —Cement Concrete Curb and Gutter Pan, modified by City of Anacortes for ease of maintenance. See attached. • WSDOT Standard Plan F-30.10-03 — Cement Concrete Sidewalk. See attached. • WSDOT Standard Plan F-80.10-04 — Cement Concrete Driveway Entrance Types 1, 2, 3 and 4. See attached. • Provide a Traffic Control Plan (Current MUTCD Manual) prior to any construction taking place for approval by the City Engineer. Street: (Fidalgo Bay Road) • For additional Street information and design criteria, see the 2011 EDS Standards, Chapter 3 —Street. • Per AMC 19.24.100 -All improvements required shall be extended as necessary to provide a smooth transition with existing improvements both laterally across the street and longitudinally up and down the street for drainage, vehicular and pedestrian traffic. • Street Designation — Local • Design standard for Fidalgo Bay Road —32-feet wide (two 11-foot driving lanes and two 5-foot bike lanes), including parking (parklet), 6-foot landscape buffer between the back of curb and sidewalk, sidewalk on one side. • Pedestrian facilities are required. See "Traffic" above. • Street Trees: Contact Jonn Lunsford @ 360.299.1953, Parks Department for a list of City approved Street Trees. See EDS Standards, Chapter 3—Streets, Section STR-18.2 regarding Street Trees and Root Barrier requirements. • Monumentation is not required to be installed as part of this land use proposal. Garbage: • Contact City of Anacortes Sanitation Department Matt Koegel at 360.293.1921 for further information as the design moves forward. Water: • For additional Water information and design criteria, see the 2011 EDS Standards, Chapter 6 —Water. • The property can be served by an existing 8-inch D.I P pipe that runs adjacent to the property in Fidalgo Bay Road. • The water meters will be placed along Fidalgo Avenue, locations are identified on the attached vicinity map. aW` � • Water • Wastewater • Streets • Storm Drainage • Engineering • Solid Waste ® • Transportation•Equipment • Capital Projects • Development Services q�/p Fire Coverage: • The property is located within 250-feet of an existing Fire Hydrant, located to the south. • City records indicate Fire Hydrant C#739 has 149 PSI. ■ Contact Jack Kennedy, Assistant Fire Chief, at 360.293.1925 regarding fire coverage requirements for this project. ■ The City of Anacortes does not have current Fire Flow Reports in this area. A 3rd party testing company will need to perform this task and provide reports at the submittal of the construction civil plans for review. Utility Companies: • See Anacortes Municipal Code, Section 16.20.080 — Utilities for required Franchised Utilities as well as City of Anacortes Utilities. • All new utilities are to be underground. ■ See attached copy of the local contacts for each utility for the applicants convenience. Fees: • See the Planning and Building Department for fees related to building permits. • Per AMC 15.24.010 this project is subject to Engineering Fees for Plan Review and Construction Inspection. • 0.5% = Plan Review. Based on the approved Estimated Construction amount. • 1.5% = Construction Inspection. Based on the approved Estimated Construction amount. • Engineering Plan Review and Construction Inspection Fee form. See attached. Other: • For Landscaping and Landscape requirements, see Planning Department. • Mail Boxes (See Chapter 3 —Streets, Section STR-19): For Mailbox Locations, coordinate location, type and size with the Anacortes Post Master. The access and areas around the mailboxes need to meet ADA requirements. • Encroachments (See Chapter 3 —Streets, Section STR-18.3): Prior to any placement of any barricades, material, earth, gravel, rock, debris or any other material or thing over, under or upon the Public Right-of-Way or easement, an Encroachment Agreement shall be obtain from the City of Anacortes. See the Anacortes Municipal Code, Section 12.30 for additional information regarding the Encroachment Agreement and processes. The Public Works Inspector will process the request with the Operations Department for scheduling of the sewer line and storm line. Before final acceptance of the sanitary sewer and storm drainage, the Contactor shall correct all deficiencies found during the Television Inspection. An additional inspection fee will apply.
