SUBJECT: Landscape Area at 11th Street and Commercial Avenue
Dear Marla,
This letter is to inform you that a site visit was made by the Public Works Director and me on
September 21, 2006 to review your request for the City's participation with the installation of a
rock wall.
After reviewing the site, it was determined that cutting the bank at a 2:1 slope would be more
cost effective and would achieve the results that you and I discussed.

I received another phone call from Marla Valley(Branch Manager) regarding possible City funds to help fix the landscape
area at 11th and Commercial.
Recap:
2005 CBD Sidewalk—used part of landscape area to place the landing of the wheelchair ramp. The landscape area was
not restored due to irrigation lines in the landscape area.
Washington Federal had their landscape company look completing the area. Currently, there is a 1-foot vertical cut
beyond the sidewalk. It was recommended by the landscape company to put a rock retaining wall around the sidewalk to
finish the landscaping. The rock retaining wall was recommended because the landscape company did not want to get
involved with the irrigation system in the landscape area. The quote was $750.00. I am not sure if this is the portion that
they request we pay, or if it is the total cost.
I told Marla that the only solution I would propose is a 2:1 back slope and place beauty bark. Although, this solution would
cut into the roots of existing vegetation and interrupted with the Washington Federal irrigation system in the landscape
area. There is quite a bit of encroachment into the Right-of-Way, outside of the recorded parking lot encroachment.

Fred and Jeff:
I have been talking with Marla (Branch Manager)of Washington Federal Bank. She is interested in completing the
landscape area around the improvements that the City of Anacortes did for the CBD Sidewalk Project. She is looking for
some City participation ($$$).
I told her that I did not complete the landscape area behind the new walk because of the irrigation system within the
Washington Federal landscape area. I was going to cut the 1-foot bank back at a 2:1 slope, but did not want to interfere
with the irrigation system. There lies the 1-foot bank.
On August 21, 2006, she left a message with me stating that she has a quote from the company that maintains the
landscape for them to install a rock retaining wall for the cost of$720.00 + tax. The District Manager for the Bank
requested that she call me to see if the City would put up some money towards the rock wall. It was also mentioned that
the District Manager knew the Mayor and that if something wasn't done at my level, a phone call would be made to the
Mayor for help with this.
On August 22, 2006, I reported this at the Engineering Staff Meeting.
On August 24, 2006, I returned the call and left a message with Marla. She was away from her desk. A call was returned
at 1:38 pm. I explained that I would not have an answer for her until after Labor Day. She will be on vacation as well until
then.
My discussion with her today was:
The reason they are presenting a retaining wall is due to the recommendation of the Landscaper. He did not want to get
involved with the irrigation lines by doing the 2:1 back slope. The landscaper recommended the wall as the best option. I
stated that most likely the City of Anacortes would not opt to pay for the retaining wall when a 2:1 slope would work, minus
the existence of the irrigation lines.
Additionally, not part of my conversation with Marla. There is a recorded encroachment (AF#8007070011) agreement for
parking. There is not an encroachment agreement for the sign, landscaping or irrigation system.
