Pursuant to the <br />provisions of City of Anacortes Municipal Code 19.74.040(C)(5) you should use this information <br />to request a formal determination from the City that the proposed project is not actually located <br />in the floodplain (despite current FIRM map designations) and may continue without the need <br />for a Flood Development Permit. <br /> <br />The attached map depicts the following features for your review: <br /> <br />• Draft Curb Design Drawings <br /> <br />• FEMA Firm Map for the Pier 2 Area <br /> <br />• Ground Survey results with FEMA flood boundary superimposed <br /> <br />As can plainly be seen on the attached exhibit map and based on the results of an actual <br />ground survey using the methods prescribed in WAC 332-130-145, it has become evident that <br />the FEMA FIRM Maps for this area are inaccurate and not based on reliable topographic data. <br /> <br />Please take note that our Curb Design project survey datum is NAVD 88. A conversion factor of <br />+0.5 feet was used to convert FEMA datum (NGVD 29) to project datum (NAVD 88) for this <br />exercise. The translated Base Flood Elevation would represent the 9.5’ contour (rounded) on <br />our existing conditions map, which actually lands closer to the bottom of the steep slope to <br />Guemes Channel. The lowest elevation discovered in the proposed curb installation project area <br />(located near the top of slope) was 12.4’, or 2.9’ above Base Flood Elevation. <br /> <br />Vertical Datum conversions were determined using a published elevation benchmark records <br />and verified using NOAA’s VDatum conversion tool. <br /> <br /> <br /> <br /> <br />02/01/2022 <br />SDP-2022-0001
