<br />Notice of Public Hearing <br /> <br />NOTICE IS HEREBY GIVEN that a Pre-Decision Open Record Public Hearing will be held by the Anacortes Planning <br />Commission on Wednesday, November 24, 2021 at 6:00 PM for the following proposal: <br /> <br />File Number: SDP-2021-0005 <br />Project Name: Anacortes Wastewater Treatment Plant <br />Outfall Relocation <br />Property Owner: City of Anacortes <br />Applicant: Widener & Associates, on behalf of City of <br />Anacortes <br />Project Location: Starting at 500 T ave N, 3rd St west, U ave <br />N and into the Guemes Channel. Anacortes, <br />Washington 98221 (Parcel 56815) <br />Request: The applicant is requesting a Type-4 <br />shoreline substantial development permit and shoreline conditional use permit to <br />replace and relocate the damaged outfall pipe. The new pipe will be a 48-inch diameter <br />Fiberglass Reinforced Pipe (FRP) pipe coming from the WWTP for 1,631 feet until the <br />Guemes Channel shoreline where the pipe will reduce to 42-inch outside diameter high <br />density polyethylene (HDPE) pipe for 1,030 feet with an 86-foot diffuser angled to the <br />northeast at approximately 24.5 degrees to better match the bidirectional current. The <br />total length of the pipe will be 2,661 feet from the WWTP continuing into the Guemes <br />Channel. <br /> <br />Environmental Review: A Mitigated SEPA threshold Determination of Non-Significance (MDNS) was issued for <br />the project on September 27, 2021, under WAC 197-11-340(2), after using the Optional <br />DNS process in WAC 197-11-355. There is no further comment period on the MDNS. <br />Public Hearing: <br />Planning Commission Open Record Public Hearing: Wednesday, November 24, 2021 at 6:00 PM <br />City Council Closed Record Decision Hearing: Monday, December 13, 2021 at 6:00 PM <br /> <br />➢ Virtual meeting participation instructions and connection information can be viewed here: <br />https://www.anacorteswa.gov/700/Meeting-Documents-and-Video. Meeting attendance options will be posted <br />on the applicable agenda published the week before the meeting. Hearings will be conducted in accordance <br />with the rules of procedure adopted by the hearing body. <br />➢ Members of the public who require special assistance to participate in or access the public hearing may contact <br />the City Clerk 24 hours before the meeting to make special arrangements.
