<br />NOTICE OF APPLICATION and PUBLIC HEARING <br />with OPTIONAL SEPA DNS <br /> <br />File Number: SDP-2021-0011 <br />Owners: Jason Smith <br />Agent: Tyler Zimmerman, TZ Engineering, LLC <br />Date of Application: September 16, 2021 <br />Date of Completeness: October 12, 2021 <br />Project Location: 5203 Doon Way <br />NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL: <br />The agent on behalf of the property owner has requested a Shoreline Substantial Development permit with SEPA review for the replacement of an existing single use dock. The project proposes <br /> the removal of the existing 216 sq. ft. of over water coverage wood float with (4) creosote pilings and steel ramp. The new dock is to be a total of 180 sq. ft. of over water coverage <br /> with a 6.5 ft. by 30 ft. float, 4 ft. by 40 ft. grated gangway and secured with (2) 12 in. steel pilings. The existing 4 ft. by 4 ft. concrete abutment and pier are to be replaced by <br /> a 4 ft. by 6 ft. concrete abutment to secure the gangway in place. The proposed float would allow for 62% light permeability due to the FRP grated decking. The subject property is located <br /> within the Shoreline Residential shoreline environment designation with majority of the work occurring within the Aquatic shoreline environment designation. <br />Required Project Permits/Approvals: The following may be required in addition to the above: SEPA environmental review, Building Permit, Hydraulic Permit Approval (WDFW), USACE Approval <br /> Permit, Floodplain Development Permit <br />SEPA Review: Based on the submitted application and available information, the City anticipates issuing a DNS for this proposal and the optional DNS process as specified in WAC 197.11.355 <br /> is being utilized; this may be the only opportunity to comment on the environmental impacts of this proposal. A copy of the subsequent SEPA threshold determination for the proposal <br /> may be obtained upon request. <br />Existing Environmental Documents: SEPA Checklist <br />Public Comment Period: The joint Notice of Application and Public Hearing was published on October 20th, 2021. Written comments must be submitted to the contact person listed below <br /> by 5:00 PM on November 19th, 2021. <br />Open-Record Decision Hearing: A virtual open-record decision hearing to make a decision on the application will be held by the Planning Commission on December 8th, 2021 at 6:00 pm via <br /> Zoom video conferencing. <br />Virtual meeting participation instructions and connection information can be viewed here: Meeting attendance options will <br /> be posted on the applicable agenda published the week before the meeting. Hearings will be conducted in accordance with the rules of procedure adopted by the hearing body.
