<br />NOTICE OF HEARING <br />with VIRTUAL PLANNING COMMISSION PUBLIC HEARING <br /> <br />NOTICE IS HEREBY GIVEN that a virtual/telephonic Pre-decision Open Record Public Hearing will be <br />held by the Anacortes Planning Commission on October 13, 2021 at 6:00 pm by means of the Zoom <br />video conferencing web application to consider the following proposal: <br />File Number: SDP-2021-0008 <br />Owner/Applicant: Monique Delmar & Jake Brownson <br />Agent: John Kavanaugh, Marine Floats Corp. <br />Project Location: 2208 Dover Drive (P60037) <br />Proposal: The applicant has requested a Shoreline Substantial <br />Development Permit (SSDP) with SEPA Review for the replacement of a <br />private residential dock on Flounders Bay. The project proposes to replace <br />the existing 522 sq. ft. dock; the existing dock includes: a 6 ft. by 12 ft. <br />timber pier, 3 ft. by 30 ft. ramp, 8 ft. by 45 ft. float, and (3) 12in. creosote <br />pilings. The existing dock would be replaced with a 441 sq. ft. dock to <br />include: 3 ft. by 36 ft. fiberglass grated ramp, 8 ft. by 45 ft. float with <br />composite decking, and (4) 10in. steel piles with (2) mounted float stops. <br />The proposed dock would be a reduction in overwater coverage from the <br />existing 522 sq ft. dock to 441 sq. ft. The proposed grated decking is to <br />total 62% of open area allowing for an increase in light penetration. <br />The subject property is located within the Shoreline Residential shoreline <br />environment designation with majority of the work occurring within the <br />Aquatic shoreline environment designation. <br />Environmental Review: A SEPA threshold Determination of Non-significance (DNS) was issued for <br />this project on September 10, 2021, under WAC 197-11-340(2), after using the Optional DNS process <br />in WAC 197-11-355. There is no further comment period on the DNS. <br />Open-Record Decision Hearing: A virtual open-record decision hearing to make a decision on the <br />application will be held by the Planning Commission on October 13, 2021 at 6:00 pm via Zoom video <br />conferencing. <br /> Virtual meeting participation instructions and connection information can be viewed here: <br />https://www.anacorteswa.gov/700/Meeting-Documents-and-Video. Meeting attendance options <br />will be posted on the applicable agenda published the week before the meeting. Hearings will be <br />conducted in accordance with the rules of procedure adopted by the hearing body. <br /> Members of the public who require special assistance to participate in or access the public <br />hearing may contact the City Clerk 24 hours before the meeting to make special arrangements. <br />Appeals: The decision on this application, once made, may be appealable pursuant to the procedures <br />outlined in AMC 19.20.030 and AMC 19.20.210. <br />Staff Report: All application documents may also be reviewed at <br />https://www.anacorteswa.gov/161/Planning-Community-Economic-Development by clicking “Current <br />Land Use Projects & Notices”.
