Lot sizes range from the majority being 6,000
sq. ft. and the largest being 9,000 sq. ft.; the zoning minimum requires 6,000
sq. ft. for Single-Family Residences and 9,000 sq. ft. for Duplexes. Each lot
would be serviced with City utilities (water, sewer). Access to the lots would be
off of the alley, to be improved with development, onto B Ave and C Ave.
The City of Anacortes Department of Planning, Community & Economic Development has determined
that this project does not have a probable significant adverse impact on the environment. An
environmental impact statement (EIS) is not required under RCW § 43.21C.030(2)(c). This decision was
made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available at https://www.anacorteswa.gov/161/Planning-CommunityEconomic-
Development under “Current Land Use Projects and Notices”.
This determination is based on the following findings and conclusions:
• A comment letter was received from the WA Dept. of Ecology, dated September 1, 2021. Comments
were related to the potential need of a NPDES Construction Stormwater General Permit (CSGP) for
the proposed project and additionally noted the potential of ground contamination within a 750 ft. radius
of the proposed development.
• Multiple public comments were received; said comments and concerns were as follows: impacts from
the proposed sewer line extension, removal of trees of significance, removal of vegetation within the
right of way, property access, stormwater drainage, and inadequate road frontage improvements, and
privacy concerns.
o Staff has reviewed the comments and anticipates that majority of the concerns may be addressed
with the implementation of conditions and requirements to the proposed project.
• The proposal’s conformance with existing Anacortes Municipal Code regulations and acquisition of
applicable agency permits prior to site construction adequately address potential impacts of this project.
• This DNS is issued under WAC 197-11-340(2) after using the Optional DNS process in WAC 197-11-
355. There is no further comment period on this DNS.

For further information, contact the City of Anacortes’ Department of Planning, Community, & Economic
Development at (360) 299-1984. The issuance of this Determination of Non-significance should not be
interpreted as acceptance or approval of the proposal as presented. The City of Anacortes reserves the
