Lot sizes range from the majority being 6,000 <br />sq. ft. and the largest being 9,000 sq. ft.; the zoning minimum requires 6,000 <br />sq. ft. for Single-Family Residences and 9,000 sq. ft. for Duplexes. Each lot <br />would be serviced with City utilities (water, sewer). Access to the lots would be <br />off of the alley, to be improved with development, onto B Ave and C Ave. <br />The City of Anacortes Department of Planning, Community & Economic Development has determined <br />that this project does not have a probable significant adverse impact on the environment. An <br />environmental impact statement (EIS) is not required under RCW § 43.21C.030(2)(c). This decision was <br />made after review of a completed environmental checklist and other information on file with the lead <br />agency. This information is available at https://www.anacorteswa.gov/161/Planning-CommunityEconomic- <br />Development under “Current Land Use Projects and Notices”. <br />This determination is based on the following findings and conclusions: <br />• A comment letter was received from the WA Dept. of Ecology, dated September 1, 2021. Comments <br />were related to the potential need of a NPDES Construction Stormwater General Permit (CSGP) for <br />the proposed project and additionally noted the potential of ground contamination within a 750 ft. radius <br />of the proposed development. <br />• Multiple public comments were received; said comments and concerns were as follows: impacts from <br />the proposed sewer line extension, removal of trees of significance, removal of vegetation within the <br />right of way, property access, stormwater drainage, and inadequate road frontage improvements, and <br />privacy concerns. <br />o Staff has reviewed the comments and anticipates that majority of the concerns may be addressed <br />with the implementation of conditions and requirements to the proposed project. <br />• The proposal’s conformance with existing Anacortes Municipal Code regulations and acquisition of <br />applicable agency permits prior to site construction adequately address potential impacts of this project. <br />• This DNS is issued under WAC 197-11-340(2) after using the Optional DNS process in WAC 197-11- <br />355.
