<br />NOTICE OF APPLICATION <br />with OPTIONAL SEPA DNS <br /> <br />File Number: SDP-2021-0008 <br />Property Owner: Monique Delmar & Jake Brownson <br />Applicant: John Kavanaugh, Marine Floats Corp. <br />Date of Application: May 21, 2021 <br />Date of Completeness: July 30, 2021 <br />Project Location: 2208 Dover Drive (P60037) <br /> <br />NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL: <br />The applicant has requested a Shoreline Substantial Development Permit (SSDP) with SEPA Review for the <br />replacement of a private residential dock on Flounders Bay. The project proposes to replace the existing 522 <br />sq. ft. dock; the existing dock includes: a 6 ft. by 12 ft. timber pier, 3 ft. by 30 ft. ramp, 8 ft. by 45 ft. float, and <br />(3) 12in. creosote pilings. The existing dock would be replaced with a 441 sq. ft. dock to include: 3 ft. by 36 ft. <br />fiberglass grated ramp, 8 ft. by 45 ft. float with composite decking, and (4) 10in. steel piles with (2) mounted <br />float stops. The subject property is located within the Shoreline Residential shoreline environment designation <br />with majority of the work occurring within the Aquatic shoreline environment designation. <br />Required Project Permits/Approvals: The following may be required in addition to the above: Shoreline <br />Substantial Development Permit with Floodplain Development Review, SEPA environmental review, Building <br />Permit, Hydraulic Permit Approval (WDFW), USACE Approval Permit <br />SEPA Review: Based on the submitted application and available information, the City anticipates issuing an <br />DNS for this proposal and the optional DNS process as specified in WAC 197.11.355 is being utilized. <br />Consequently, this may be the only opportunity to comment on the environmental impacts of this proposal. <br />This proposal may include mitigation measures under applicable codes, and the project review process may <br />incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent <br />SEPA threshold determination for the proposal may be obtained upon request. <br />Existing Environmental Documents: Habitat Assessment; SEPA Checklist; Stormwater Report <br />Public Hearing: The SSDP with SEPA Review is considered a Type-3 review and will require an open record <br />public hearing with the City of Anacortes Planning Commission; said hearing will be scheduled at a later date <br />with a Notice of Hearing published. <br />Public Comment Period: The Notice of Application was published on August 4th, 2021.
