<br />NOTICE OF APPLICATION and PUBLIC HEARING: <br />NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL: <br /> <br />File Number: CUP-2021-0001 <br />Project Name: Cap Sante North Basin Recreational Vehicle (RV) Park <br />Date of Application: April 5, 2021 Date of Completeness: June 23, 2021 <br />Applicant & Landowner: Port of Anacortes, 100 Commercial Ave., Anacortes, WA 98221 <br />Applicant’s Agent: Brenda Treadwell, Port of Anacortes, 360-293-3134 <br />Project Location: 600 T Avenue (P56860, P56861, P56862, P56880) <br />Request: The applicant has requested a Conditional Use Permit and site plan approval to improve a 26 space <br />Recreational Vehicle (RV) Park located in the North Basin of the Cap Sante Marina area. The proposal will modernize <br />the RV Park with updated facilities for RV Park guests, including provision of full utility service to the RV spaces. <br />Improvements would provide the park with appropriate paved access and spacing, one RV space would be <br />eliminated. A 1,100 sq. ft. single story utility/restroom/shower and laundry facility would be constructed for <br />exclusive use by RV Park guests. The existing gravel site would be landscaped and vegetated, and updated utilities, <br />including stormwater, would be installed. The total footprint of the RV Park would remain the same (approximately <br />2.5 acres) with about 1-acre of open space. <br />Required Project Permits/Approvals: The following may be required in addition to the above: City of Anacortes <br />Building and Construction Permits, WA State Dept. of Ecology Construction Stormwater General Permit. <br />SEPA Review: The SEPA lead agency for this proposal, the Port of Anacortes, issued a SEPA Determination of <br />Nonsignificance (DNS) on June 17, 2021. <br />Existing Environmental Documents: Traffic study; SEPA checklist; Preliminary geotechnical and habitat evaluation; <br />Archaeological overview report <br />Public Comment Period: The Notice of Application was published on June 30, 2021. Written comments must be <br />submitted to the contact person listed below by 5:00 PM on July 21, 2021. <br />Public Hearing: <br />Planning Commission Open Record Public Hearing: Wednesday, August 11, 2021, at 6:00 PM. <br />City Council Closed Record Decision Hearing: Tuesday, September 7, 2021, at 6:00 PM. <br />Virtual meeting participation instructions and connection information can be viewed here: <br />https://www.anacorteswa.gov/700/Meeting-Documents-and-Video.
