<br />NOTICE OF APPLICATION with OPTIONAL SEPA DNS: <br />NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL: <br /> <br />File Number: SLX-2021-0009 <br />Date of Application: May 17, 2021 <br />Date of Completeness: May 27, 2021 <br />Applicant: Strandberg Construction– 2018 R Ave, Anacortes, WA 98221 <br />Agent: Karla Gallina, Aqua-Terr Systems, INC – 1 Lake Louise Drive #4, Bellingham, WA 98229 <br />Landowner: Heron House Holding, LLC – 2633 Cherry Ave, Signal Hill, CA 97055 <br />Project Location: 1502 5th St, Anacortes, WA (P55881 / P55882 / P55879) <br />Request: The applicant is requesting a shoreline exemption for the demolition of a former fish processing facility <br />that is currently in a state of collapse on the Guemes Channel. The scope of the project would include <br />disconnecting utilities and removing the approximately 5,723 sq. ft. structure; approximately 1,600 sq. ft. of the <br />structure is up to 42 ft. waterward of the OHWM. The approximately 30 piers and posts on footings located under <br />the structure are to be removed. Demolition landward of the OHWM would include, removal of remaining <br />structure, foundation, and several small external foundations. Once the site is cleared of the demolition materials, <br />the site and shoreline would be restored and stabilized with vegetation. The subject property is located in the <br />Light Industrial (LI) zoning district and has a shoreline environment designation of Urban Maritime. <br /> <br />Required Project Permits/Approvals: The following may be required in addition to the above: Demolition Permit, <br />USACE Section 10 Permit, WDFW HPA, WADOE Section 401 Water Quality Certification <br />SEPA Review: Based on the submitted application and available information, the City anticipates issuing a DNS for <br />this proposal and the optional DNS process as specified in WAC 197.11.355 is being utilized. Consequently, this <br />may be the only opportunity to comment on the environmental impacts of this proposal. This proposal may <br />include mitigation measures under applicable codes, and the project review process may incorporate or require <br />mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent SEPA threshold <br />determination for the proposal may be obtained upon request. <br />Existing Environmental Documents: SEPA Checklist; Environmental Site Assessment; Asbestos Inspection Report; <br />Critical Areas & Shoreline Report; and Demolition & Restoration Plan <br />Public Hearing: None required. A Shoreline Exemption with a SEPA Threshold Determination is a Type 2 <br />Administrative Decision. <br />Public Comment Period: The Notice of Application was published on June 2nd, 2021.
