Anacortes City Council Minutes - April 26, 2021 <br /> Call to Order <br /> Mayor Laurie Gere called to order the Anacortes City Council meeting of April 26,2021 at 6:00 p.m. <br /> Councilmembers Jeremy Carter,Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton,Bruce <br /> McDougall and Matt Miller all participated in the meeting in absentia via video conference. Councilmember <br /> Anthony Young was absent. <br /> Mr. McDougall moved, seconded by Ms. Cleland-McGrath, to excuse the absence of Mr. Young. The motion <br /> carried unanimously by voice vote. <br /> Announcements and Committee Reports <br /> COVID-19 Update: Mayor Gere reported on current case statistics and vaccination progress for Anacortes, <br /> Skagit County,Washington State, and the nation. The mayor noted the significant increase in cases in Skagit <br /> County and said Skagit County was at risk of moving back to Phase 2 if that trend continued. <br /> Fiber Committee: Mr. McDougall reported from the committee meeting held the previous week, deferring to the <br /> staff report later on the agenda. <br /> Housing Affordability and Community Services Committee: Ms. Moulton reported from the committee meeting <br /> held the previous week. The topics discussed included preparation for an upcoming outreach meeting with <br /> stakeholders regarding the community services strategic plan, federal assistance for renters and small <br /> businesses, and means of assisting those in the community most in need of housing assistance. <br /> Planning Committee: Ms. Moulton reported from the committee meeting held earlier in the evening. The topics <br /> discussed included a staff report on booming building permit activity,the resulting need for an additional <br /> temporary building inspector,pending legislation in Olympia, and the Sharpes corner property owned by the <br /> city. <br /> Public Comment <br /> No one present wished to address the Council on any topic not already on the agenda. <br /> Consent Agenda <br /> Mr. Carter removed Item 4a,Minutes of April 19,2021, from the Consent Agenda. Mr. Miller moved, seconded <br /> by Mr. Carter,to approve the following Consent Agenda items. The motion carried unanimously by voice vote. <br /> a. Approval of claims in the amount of$391,030.87 <br /> The following vouchers/checks were approved for payment: <br /> EFT numbers: 99901 through 99945,total$220,845.09 <br /> Check numbers: 99946 through 99958,total$32,827.03 <br /> Wire transfer numbers: 283246 through 283426,total $468.30 <br /> b. Contract Modification: Commercial Ave Corridor Plan Phase 1 - 11TH ST to 13TH St Design <br /> #19-095-TRN-001 <br /> Minutes of April 19,2021 <br /> Mr. Carter asked that the minutes of April 19,2021 be corrected to reflect that he had not been able to attend the <br /> special meeting at 5:00 that evening. Mr. Carter moved, seconded by Mr. Miller,to approve the minutes as <br /> corrected.
