Anacortes City Council Minutes - April 19 2021 <br /> SPECIAL MEETING <br /> At 5:00 p.m. Mayor Laurie Gere called to order the advertised special meeting of the Anacortes City Council for <br /> the purpose of conducting a site visit regarding proposed Ordinance 3087: Vacating right-of-way of a portion of <br /> 11th Street adjacent to blocks 242 and 243, "Map of the City of Anacortes"together with the West 10 feet of B <br /> Avenue adjacent to Lot 1 of block 243. Council convened out of doors on the west side of the intersection of <br /> 11t Street and B Avenue. Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath, <br /> Carolyn Moulton,Bruce McDougall and Matt Miller were present.No testimony was received and no action <br /> was taken. At approximately 5:30 p.m. the special meeting adjourned. <br /> REGULAR MEETING <br /> Call to Order <br /> Mayor Laurie Gere called to order the Anacortes City Council meeting of April 19, 2021 at 6:00 p.m. <br /> Councilmembers Jeremy Carter,Anthony Young, Christine Cleland-McGrath, Carolyn Moulton,Bruce <br /> McDougall and Matt Miller all participated in the meeting in absentia via video conference. Councilmember <br /> Ryan Walters was absent. <br /> EXECUTIVE SESSION <br /> Potential Litigation or Litigation per RCW 42.30.110(1)(i) (20 minutes) <br /> Mayor Gere announced that City Council and the City Attorney would convene in Executive Session per RCW <br /> 42.30.110(i) for approximately 20 minutes to discuss potential litigation or litigation. Councilmembers Jeremy <br /> Carter,Anthony Young, Christine Cleland-McGrath,Carolyn Moulton,Bruce McDougall and Matt Miller <br /> attended the executive session. <br /> At approximately 6:25 p.m.the regular session reconvened.No action was taken in the executive session. <br /> Announcements and Committee Reports <br /> COVID-19 Update: Mayor Gere shared current case statistics and vaccination progress for Anacortes, Skagit <br /> County,Washington State,and the nation. <br /> 2021 Skagit County Ferry Haul-Out: Forrest Jones from Skagit County Public Works reported on parking and <br /> service changes during the annual Guemes Island Ferry haul out scheduled for May 14 to June 12,2021. Mr. <br /> Jones's slide presentation was added to the packet materials for the meeting. <br /> Mayor Gere invited members of the audience to comment on this agenda item. No one present wished to address <br /> the Council. <br /> Arbor Day Proclamation: Mayor Gere read a statement proclaiming Thursday,April 22, 2021 as the celebration <br /> of Arbor Day in Anacortes and encouraging citizens to plant trees to leave a legacy for present and future <br /> generations. <br /> First Quarter Finance Update: Finance Director Steve Hoglund presented a brief update on the City's financial <br /> position at the end of the first quarter of 2021.
