<br />NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL:

<br />Project Location: The project site is located along Q/R Ave on the following parcels: P78000, P32963, P32965,
<br />P32966, P32967, P32968, P32969, P32970, P32971, P32941, P32916, P32915, P32929, P32913, P32943, P58064
<br />Request: The applicant has requested a Clearing & Grading Permit, to occur in (2) phases, on the 28-acre project
<br />site. Phase 1 would include the upland work, outside of shoreline jurisdiction, to include: rough site grading,
<br />construction of new roads, including curb and sidewalks, sanitary sewer mains, storm mains, and water mains. The
<br />stormwater infrastructure includes water quality treatment for the new road run off. Phase 2 of the proposed work
<br />would occur within shoreline jurisdiction and requires a Shoreline Substantial Development Permit (SSDP); said SSDP
<br />is to be submitted and reviewed independently from this request. Phase 2 would include: rough site grading, within
<br />shoreline jurisdiction, of 150,000 cu. yds. of fill and over 400 cu. yds. of cut. The project site is located within the
<br />Marine Mixed Use (MMU) zoning district.
<br />Required Project Permits/Approvals: The following may be required in addition to the above: Shoreline Substantial
<br />Development Permit, SEPA environmental review, Commercial Building Permit, Stormwater Permit (WSDOE), right-
<br />of-way permits
<br />SEPA Review: Based on the submitted application and available information, the City anticipates issuing an MDNS
<br />for this proposal and the optional DNS process as specified in WAC 197.11.355 is being utilized. Consequently,
<br />this may be the only opportunity to comment on the environmental impacts of this proposal. This proposal may
<br />include mitigation measures under applicable codes, and the project review process may incorporate or require
<br />mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent SEPA threshold
<br />determination for the proposal may be obtained upon request.
<br />Existing Environmental Documents: Geotechnical Report; SEPA Checklist; Stormwater Report
<br />Public Hearing: None required. A Clearing & Grading Permit with a SEPA Threshold Determination is a Type 2
<br />Administrative Decision.
<br />Public Comment Period: The Notice of Application was published on March 10th, 2021. Written comments must
<br />be submitted to the contact person listed below by 5:00 PM on March 24th, 2021.
