DocuSign Envelope ID:0CB74524-1ABO-4A98-8C23-87B854957E39 <br /> RESOLUTION NO. 3024 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANACORTES, AUTHORIZING THE <br /> HIRING OF 2 LIBRARY ASSISTANTS <br /> WHEREAS, the City Council of the City of Anacortes adopted Ordinance 3078 establishing the 2021 <br /> budget, and <br /> WHEREAS, the Covid crisis hiring freeze that was enacted in March of 2020 was retained in Section 4 <br /> of Ordinance 3078 requiring a Council resolution to authorize any hiring done into Governmental funds <br /> during the 2021 fiscal year, and <br /> WHEREAS, City revenues in some areas are returning to pre Covid levels and the Library depends <br /> primarily on Property Tax which even through Covid was stable and will likely continue to be stable and <br /> will likely therefore provide consistent financing for the Library unless another budget amendment is <br /> required to shift resources to other funds, and <br /> WHEREAS, the Library is such a Governmental fund that relies on taxes and is now facing staffing <br /> difficulties in the development of a post Covid re-opening plan, and <br /> WHEREAS, the Library desires to fill 2 of the open positions it has in the budget, which would still <br /> keep the staffing level well below the pre-Covid levels in that 3 positions were permanently eliminated <br /> from the Library budget in addition to the 3 current open positions. <br /> NOW THEREFORE BE IT RESOLVED by the City Council of the City of Anacortes that the Mayor is <br /> authorized to commence in the hiring of 2 Library Assistants. <br /> ADOPTED, at the regular meeting of the City Council of the City of Anacortes, this 8th day of March <br /> 2021, by a majority of the members. <br /> City of Anacortes, Washington <br /> BY: <br /> Laurie Gere, Mayor <br /> ATTEST: <br /> /6 ;) 47_i) <br /> Steven D.
