The home business would be <br /> accessory to the continued residential use of the structure. <br /> FINDINGS OF FACT: <br /> 1. The subject property is located at 5707 Harrison Ave, Anacortes, WA 98221, and identified by <br /> Assessor's Parcel Number: P79591; Brenda & David Williams are the legal owners. <br /> 2. The subject property is located within the Residential Low Density 2A(R2A) zoning district. <br /> 3. The subject property is currently developed with a single-family residence (SFR) and a garage. <br /> 3.1. Pursuant to AMC Section 19.47.040(A), home occupations may allow certain activities to be <br /> undertaken for gain or profit within a dwelling, or a building accessory to a dwelling, in any zone <br /> in which dwellings are present, while maintaining the residential character of the property and <br /> avoiding detrimental effects to the surrounding neighborhood. <br /> 4. Pursuant to AMC Section 19.20.110, a Determination of Complete Application was issued on January <br /> 28, 2021 establishing that the application was complete for processing <br /> 5. Pursuant to AMC Section 19.20.080, the Notice of Application was referred to surrounding property <br /> owners within 300 ft.,jurisdictional agencies, and departments of the City. These agencies and <br /> surrounding property owners were notified on February 3, 2021, with comments due on February 17, <br /> 2021. <br /> 5.1. A public comment was received on February 17, 2021 from neighbors, Mark Pedersen and <br /> Larissa Mansfield, with no objections to the project but with concerns for the potential increase of <br /> traffic. They requested that the applicant be responsible to contribute to the cost of street <br /> improvements. <br /> 5.2. On February 18, 2021, all received comments were forwarded to the applicant in accordance <br /> with AMC 19.20.120(C)(2). The applicant informed staff that improvement to the existing muddy <br /> driveway was currently being pursued. <br /> 6. Pursuant to AMC Section 19.51.020, a change of use to a more intensive use of property that will <br /> result in increased impact(as determined by the Director) to the transportation system, based on the <br /> Trip Generation Manual published by the Institute of Transportation Engineers (ITE) for the land use, <br /> or other source approved by the city. <br /> 6.1. Based on the email received from Don Measamer, dated February 24, 2021, the proposed home <br /> occupation would not change the existing use and is not anticipated to increase traffic impacts to <br />
