Anacortes City Council Minutes - January 4, 2021 <br /> Call to Order <br /> Mayor Laurie Gere called to order the Anacortes City Council meeting of January 4,2021 at 6:00 p.m. <br /> Councilmembers Jeremy Carter,Anthony Young,Ryan Walters, Christine Cleland-McGrath, Carolyn Moulton, <br /> Bruce McDougall and Matt Miller all participated in the meeting in absentia via video conference. <br /> Announcements and Committee Reports <br /> COVID-19 Update <br /> Mayor Gere shared current case statistics for Anacortes, Skagit County,Washington State, and the nation. The <br /> mayor noted the significant increase in cases in Skagit County over the prior month. She reported on vaccination <br /> doses received and administered in Skagit County. Councilmembers requested additional information on <br /> vaccinations. <br /> Personnel Committee <br /> Ms. Cleland-McGrath reported from the committee meeting held the previous week. She said the committee had <br /> previewed the Teamsters MOU that was scheduled for consideration later on the agenda. Finance Director Steve <br /> Hoglund added that the committee would be meeting again the following day to investigate responses to the <br /> termination of federal funding for special COVID-related leave as of 12/31/20. <br /> Public Works Committee <br /> Mr. Walters reported that the committee had met earlier in the evening without staff participation. He listed <br /> topics discussed including the 12th& Commercial intersection project,the noise shroud for the generator at <br /> library,the new sign at the library, and the electric vehicle charging station project. <br /> Public Comment <br /> No one present wished to address the Council on any topic not already on the agenda. <br /> Consent Agenda <br /> Mr. Miller moved, seconded by Mr. Walters, to approve the following Consent Agenda items. The motion <br /> carried unanimously by voice vote. <br /> a. Minutes of December 28, 2020 <br /> b. Approval of claims in the amount of$315,935.94 <br /> The following vouchers/checks were approved for payment: <br /> EFT numbers: 99009 through 99034,total $295,040.80 <br /> Check numbers: 99035 through 99036,total $4,241.21 <br /> Wire transfer numbers: 277812 through 278098,total $15,303.78 <br /> Other Business <br /> Resolution 3011: Authorizing the Signature and Execution of a Memorandum of Understanding to the <br /> Collective Bargaining Agreement Between the City and the Teamsters Local 231 <br /> Finance Director Steve Hoglund presented Resolution 3011 Authorizing the Signature and Execution of a <br /> Memorandum of Understanding to the Collective Bargaining Agreement Between the City and the Teamsters <br /> Local 231. He explained the provisions of the MOU as outlined in the packet materials for the meeting.
