Box 319 <br />Anacortes, WA 98221 <br />SITE ADDRESS: 1905 Anacopper Mine Road <br />PARCEL NUMBERS: P31752 <br />PROJECT DESCRIPTION: The applicant is requesting preliminary approval of a 21 unit lot <br />subdivision, cottage housing site plan approval (Type 2), and SEPA review. The project includes 18 cottage <br />units/lots and 3 single family building lots, improvement of Oregon Avenue between W. 12th St. and <br />Meadows Lane, and site infrastructure improvements, including utilities and stormwater facilities. Wetland <br />buffer averaging and buffer enhancement is also proposed. <br />Staff Review & Amendments to the Environmental Checklist: <br />The following sections correspond with related categories of the environmental checklist submitted for <br />the proposal (dated January 30, 2020), and clarify, amend, or add to that document. <br />Environmental Checklist / Environmental Elements <br />1. EARTH: <br />The applicant submitted a geotechnical report for the project (GeoTest, April 12, 2018). The geotech <br />report makes recommendations for site preparation and earthwork, fill and compaction, wet weather <br />construction and seismic design considerations. The proposal’s conformance to AMC 19.76 Stormwater, <br />an approved stormwater site plan, the Department of Ecology 2014 Stormwater Management Manual for <br />Western Washington (SWMMWW) and recommendations in the geotechnical report will adequately <br />control erosion impacts and other impacts to the earth, during and after construction activities. <br /> <br /> <br />Anacortes Planning, Community & Economic Development Department <br />904 6TH Street / P.O.
