The project <br /> Request includes 18 cottage units/lots and 3 single family building lots, improvement of <br /> Oregon Avenue between W. 12th St. and Meadows Lane, and site infrastructure <br /> improvements, including utilities and stormwater facilities. Wetland buffer <br /> averaging and buffer enhancement is also proposed. <br /> The City of Anacortes Department of Planning, Community& Economic Development has determined <br /> that this project does not have a probable significant adverse impact on the environment. Pursuant to <br /> WAC 197-11-350(3),the proposal has been clarified, changed, and conditioned to include necessary <br /> mitigation measures to avoid, minimize or compensate for probable significant impacts. An <br /> environmental impact statement (EIS) is not required under RCW§43.21C.030(2)(c). The necessary <br /> mitigation measures are listed below, the Environmental Checklist is attached, and additional project <br /> information is available at https://www.anacorteswa.gov/161/Planning-Community-Economic- <br /> Development. <br /> MITIGATION MEASURES: <br /> 1. To reduce and control erosion impacts the project shall follow the recommendations in the <br /> geotechnical report by GeoTest, dated April, 12, 2018, as amended, and approved by PCED. <br /> 2. Proposed retaining walls must be designed by a structural engineer(if required by the Director), <br /> provide appropriate drainage facilities, and conform to the standards in AMC 19.66.080. <br /> 3. The applicant must comply with City, State and Federal regulations related to emissions to air <br /> and provide a dust emissions control plan for review prior to construction activities beginning <br /> on site. <br /> 4. Wetland buffer enhancement and restoration shall be completed per the ATSI report, dated <br /> February 2020, and addendum letter, dated July 16, 2020, prior to final subdivision approval, or <br /> LPS-2020-0001:The Crossings SEPA MDNS <br /> Page 1 of 3 <br />
