Ordinance No. 3040 <br /> An Ordinance Amending the Development Regulations Contained in <br /> Anacortes Municipal Code Title 16 Subdivisions, Title 17 Zoning, Title <br /> 19 Unified Development Code, and the Official Zoning Map <br /> Whereas, on July 18,2016,the City Council adopted Ordinance 2982 adopting a new Comprehensive <br /> Plan pursuant to the City's periodic Growth Management Act Comprehensive Plan amendment and <br /> update process;and <br /> Whereas,the Anacortes Comprehensive Plan provides guidance for amending the Anacortes Municipal <br /> Code (AMC)development regulations and official zoning map to implement its land use, housing, <br /> economic development,transportation,environment and conservation, and other goals and policies; <br /> and <br /> Whereas,the proposed amendments to the development regulations and official zoning map were <br /> initiated by the City in accordance with the requirements of the Growth Management Act and AMC <br /> 19.16.030(B),subsequent to the adoption of the 2016 Comprehensive Plan;and <br /> Whereas,the Anacortes Planning Commission reviewed proposed amendments to the development <br /> regulations and the official zoning map consistent with the process outlined in AMC 19.16.080, and <br /> subsequent to a public hearing on January 9,2019 and January 23, 2019,entered findings of fact, <br /> reasons for action, and recommendations to the City Council in a recorded motion dated April 10,2019; <br /> and <br /> Whereas,the City Council considered the Planning Commission's recommendation pursuant to <br /> AMC 19.16.090 at meetings on April 15,2019,April 22,2019,April 29,2019,May 6,2019, May 13, <br /> 2019, May 20, 2019,June 3, 2019;and <br /> Whereas, an additional public comment opportunity was provided for certain changes to the Planning <br /> Commission's recommendation identified during City Council's review; <br /> Whereas,the City Council considered the additional comments received at a meeting on July 15, 2019; <br /> Now,therefore,the City Council of the City of Anacortes does ordain as follows: <br /> Section 1. Findings. The above recitals are hereby adopted by reference as legislative findings in <br /> support of this ordinance. The City Council further enters the following findings: <br /> A. The Findings of Fact contained within Section A of the Anacortes Planning Commission <br /> Recorded Motion Regarding Amendments to the Development Regulations and the Official <br /> Zoning Map (approved April 10,2019),analyze the proposal's consistency with the Growth <br /> Page 1 of 4 <br />
